Job Summary/Basic Function:

The Associate Director of Facilities and Operations is responsible for the overall, day-to-day operations of the Student Recreation Center which includes facility maintenance and custodial services, capital projects, space planning, and risk management.

Department Overview:

Level Scope:

Manages a large team typically consisting of both experienced professionals and subordinate Managers. Focuses on tactical and operational plans with short to mid term focus; significant responsibility to achieve broadly stated goals through subordinate Managers. Determines objectives, directs programs, develops strategies and policies, manages human, financial, and physical resources, and functions with a high degree of autonomy. Requires broad management and leadership knowledge to lead a project or program teams in one dept/job family. Proactively assesses risk to establish systems and procedures to protect organizational assets. Determines campus strategies for a program with campus wide impact.

Essential Functions:

60% of the Time the Associate Director of Facilities and Operations Must:

Staff Supervision

  • Provide leadership, direction, and supervision for the areas of Facility Operations, Membership Services, Facility Maintenance and Custodial Operations, Aquatics, and Risk Management.
  • Directly responsible for the recruitment, hiring, training, evaluation, and day-to-day supervision of professional and classified staff including the Assistant Director, Facilities and Aquatics; Coordinator, Member Services; and three Night Custodians. Indirectly oversee Coordinator, Aquatics & Safety and approximately 80 student employees.
  • Ensure effective recruitment, onboarding, and training plans are implemented for all professional, classified, and student staff under the supervision of the Associate Director of Facilities and Operations.
  • Approve bi-weekly payroll and out-of-office leave requests for all direct reports.

Facility Maintenance & Custodial Services

  • Directly responsible for the regular and preventative maintenance of Campus Recreation facilities. Collaborate directly with various trades within Boise State’s central Facilities, Operations, and Maintenance [FOM] department as well as external contractors and subcontractors to maintain and repair critical building assets and infrastructure.
  • Submit and close-out work orders, evaluate repairs for quality and completeness, and process payment for completed services.
  • Establish and maintain a comprehensive preventative maintenance plan for building systems, facility infrastructure, and equipment.
  • Regularly monitor building systems and identify performance deficiencies in the building automation system. Coordinate system repairs and replacements with central Facilities or third-party contractors.
  • Directly responsible for a coordinated and unified system of custodial services for all Campus Recreation facilities.
  • Regularly assess and evaluate the effectiveness of current custodial practices including; scope and frequency of services, equipment and chemical products, quality control measures, etc. in order to ensure a clean, safe, and sanitary environment.
  • Manage the inventory and procurement of custodial equipment, chemicals, paper products, and supplies to ensure that custodial staff have the necessary materials to perform their duties effectively.
  • Develop and evaluate policies and procedures to ensure facility operations are in compliance with established departmental, university, and state guidelines.

Risk Management

  • Serve as the Chair of Campus Recreation’s Risk Management Workgroup.
  • Coordinate, review, and assess all Campus Recreation risk management plans, emergency response, and administration.
  • Create and revise Campus Recreation’s Risk Management Plan and supporting documentation including area EAP’s, crisis communication, blood borne pathogen training, and employee skill audits.
  • Maintain and revise operations and risk management policy manuals for all facility areas on a yearly basis.
  • Coordinate and conduct building evacuation and other emergency drills for Campus Recreation facilities.
  • Coordinate directly with Environmental Health and Safety [EHS] to schedule and coordinate Campus Recreation’s annual safety assessment.

Fiscal Management

  • Budget, track, and reconcile all expenses and revenue related to the Facilities Operations area on a monthly basis.
  • Assist in the annual budgeting process for Campus Recreation. This includes developing, forecasting, and reporting on revenues and expenses related to the Facilities Operations area.
  • Total budgetary oversight is $700,000 within a $3 million budget.

35% of the Time the Associate Director of Facilities and Operations Must:

Capital Projects

  • Identify facility issues including deferred maintenance, critical infrastructure deficiencies, and long-term capital renovation requirements.
  • Serve as the department Affiliate Project Manager as a liaison to A&E Services for small and large capital improvement projects. Work collaboratively with various stakeholders to manage the entire lifecycle of capital projects, from initial planning to final completion.
  • As the Affiliate Project Manager, ensure clear and timely communication is disseminated to all Campus Recreation facility and program areas impacted by project work.
  • Be available during project work and coordinate facility access with contractors and sub-contractors.

Space Planning

  • Regularly gather and analyze data on space utilization, occupancy rates, and facility performance.
  • In collaboration with the Director of Campus Recreation, develop short and long-term strategies to modernize facility spaces, improve space utilization, and plan for campus growth.
  • Estimate the costs associated with space planning projects and recommend budget allocations.
  • Coordinate office moves and relocations, including planning, logistics, and execution.
  • Regularly assess the condition of furniture, fixtures, and equipment (FF&E) to identify items that need replacement or repair. Develop replacement recommendations, cost estimates, and timelines.
  • Directly oversee technology-related assets and inventory including, but not limited to, classroom and conference room technology, department computers and laptops, and office phones.
  • Process salvage requests and coordinate disposal of excess inventory.

Fitness Equipment

  • Directly responsible for the regular and preventative maintenance of department fitness equipment including cardio, strength, free-weights, and other fitness accessories.
  • Serve as the department liaison to a third-party vendor for fitness equipment maintenance as well as the procurement of new fitness equipment assets for the Student Recreation Center.
  • Maintain an accurate, up-to-date, inventory database for all fitness equipment assets including cardio, strength, free-weights, and fitness accessories.
  • In conjunction with the Assistant Director, Facilities and Aquatics and Fitness Coordinator, research new, innovative fitness equipment products and facility trends to provide recommendations to the director for procurement decisions, new equipment layouts, and data-driven equipment rotations.

5% of Time the Position Must:

Departmental Leadership and Support

  • Serve as a member of the Campus Recreation Leadership Team to provide senior-level leadership, direction, and support for the department.
  • In conjunction with the Campus Recreation professional staff, participate and/or lead departmental initiatives including Fall Orientation, RecFest, etc.
  • Provide departmental and divisional support by participating in various hiring committees and Student Affairs and Enrollment Management events and initiatives.
  • Attend professional conferences, workshops, and/or seminars to continue professional growth and development.
  • Assist other staff members with special events and programs as requested by the department.
Knowledge, Skills, Abilities:
  • The Associate Director must have demonstrated experience in recruiting, hiring, and training professional staff employees within a large, complex recreational facility.
  • The Associate Director must be knowledgeable and experienced in risk management and safety practices as well as the methods utilized to train staff members on industry best practices.
  • The Associate Director must be knowledgeable and experienced in managing regular and preventative maintenance and custodial operations within a large, complex recreational facility.
  • The Associate Director must have demonstrated experience in the development and administration of a large, complex operating budget.
  • The Associate Director must have demonstrated experience in project management and space planning.
  • The Associate Director must possess strong organizational and time management skills. Attention to detail and problem-solving skills are essential for success for all staffing areas.
  • Demonstrated strong conflict management skills and the ability to adjudicate conflict.
Minimum Qualifications:

Bachelor’s Degree and 7 years experience or equivalent including 3 years managerial experience

Preferred Qualifications:

  • Two more years of experience supervising full-time professional and/or classified staff at an Assistant Director level or higher at a recreation center.
  • Two or more years of experience developing and leading departmental risk management initiatives at the Assistant Director level or higher at a higher education institution.
  • Two or more years of experience supervising custodial and/or maintenance professionals at the Assistant Director level or higher at a recreation center.
  • Two or more years of experience with capital construction projects at the Assistant Director level or higher.
  • Two or more years of experience supporting a facility with a pool and aquatics program at a higher education institution.
  • Experience in oral and written communication such as teaching: developing/delivering presentation content/materials; writing reports, proposals, professional correspondence, manuals; etc.
  • Experience working with a recreation-based membership management software application platform (Innosoft Fusion preferred)
  • Experience with facility management software (Connect 2 Concepts preferred)
  • Engagement in NIRSA, AORE, or other recreation professional associations
  • Experience programming or service delivery for diverse community populations
Salary and Benefits:
