Job Summary/Basic Function:

This position is responsible for the overall design, development, and strategic roadmap for Boise State’s enterprise applications and architecture strategies. The Director determines the initiatives and manages the staff who create and support the architecture framework for Boise State's highly integrated enterprise systems, including: PeopleSoft Campus Solutions, Oracle Financial and HCM Clouds, and master data management.

Department Overview:

The Development Services department is structured to cover all aspects of software, reporting, and integration development to support critical University applications. The Department consists of four distinct and collaborative teams, Web Development, PeopleSoft Development, Integration Development, and Business Intelligence Reporting Services. Each team is committed to delivering innovative, high-quality support to our students, staff, and faculty.

Level Scope:

Oversees through subordinate Managers a large, complex organization with multiple functional disciplines/occupations, OR manages a program, regardless of size, that has critical impact upon the campus. Significant responsibility for formulating and administering policies and programs, manages significant human, financial, and physical resources, and functions with a very high degree of autonomy. Frequently influences business decisions made by senior leadership. Oversees through subordinate Managers the accountability and stewardship of campus resources and the development of systems and procedures to protect organizational assets. Negotiates and influences others to understand and accept new concepts, practices and approaches.

Essential Functions:
  • Hire, develop, and lead technical and operational staff, though mentoring and coaching.
  • Solve complex personnel and project challenges using sound judgment.
  • Maintain broad knowledge of campus, state, and federal policy and business functions.
  • Maintain broad knowledge of current applications and related systems.
  • Research, recommend, and implement technologies that further the University’s goals of providing enterprise services and access.
  • Direct efforts of project and technical teams to meet established project priorities.
  • Identify opportunities to implement innovative, sustainable, and cost-effective technical solutions.
  • Apply project management practices and methodologies to development, cloud services, and infrastructure information technology projects.
  • Align projects and prioritization to meet and support the department and University initiatives.
  • Work collaboratively with third party partners to establish and maintain contracts, consulting agreements, licensing and service agreements, and manage contractor performance per contract terms.
  • Build and maintain strong relationships with campus stakeholders and sponsors to expand the value of the department.
  • Perform other duties as assigned. 
Knowledge, Skills, Abilities:
  • Ability to hire, develop, and lead technical and operational staff.
  • Broad knowledge of campus, state, and federal policy and business functions.
  • Ability to develop and maintain strong relationships with campus stakeholders and sponsors.
  • Ability to direct the efforts of project and technical resources to meet established project priorities.
  • Expertise in project management practices and methodologies to apply to cloud services, development, and infrastructure information technology projects.
  • Knowledge of OIT and University initiatives.
  • Ability to work collaboratively with third party vendors and external partners.
Minimum Qualifications:

Bachelor’s Degree or equivalent and 8 years’ experience 5 years’ managerial.

Salary and Benefits:
 
Starting salary is $104,478.40 annually and is commensurate with experience. Boise State University provides a best-in-class benefits package, including (but not limited to):
