Job Summary/Basic Function:

Reporting to the Executive Director, the Senior Associate Director, Facility Operations directs/manages all aspects of facility operations, including the development and implementation of standard operating policy procedures for the venue, in accordance with University policy and procedures.  This position ensures continuity, focus and purpose to the ongoing day-to-day operations of ExtraMile Arena including the oversight of the Environmental Services, Safety, Security & Guest Services (SSGS) and Operations departments, liaison to Campus Operations (FOAM, A&E Services, Environmental Health, OIT, etc.), tenant relations/communications and the management of construction projects. Included in the oversight of the Environmental Services and Operations department is a focus on sustainability, facility enhancement/refurbishment and building systems/equipment renewals.

This position is responsible for the oversight and provision of services delivered by the facility infrastructure and systems including the operation and maintenance of the same, as well as emergency planning and management as it relates to security the facility, major equipment and systems. It works with minimum supervision and direction to comprehensively manage facility operations and performs all responsibilities at the highest level to enhance the image of the arena, the University and promote goodwill throughout the community. This individual should have proven experience in successful leadership positions in the nonprofit, public, academic or for-profit sector(s), including responsibility for facility management, budget development and administration, event management, strategic planning, and staff supervision. This senior leader is responsible for cultivating a safe and respectful working environment for diverse groups of people while helping to shape the culture of Environmental Services, SSGS and Operations departments.

This position requires the strong working knowledge and understanding of applicable building standards, procedures and protocols associated with the following regulatory agencies including but not limited to: Division of Building Safety, Idaho Building Codes, Occupational Safety and Health Administration (OSHA) Americans with Disabilities Act (ADA) building standards, National Fire Protection Agency (NFPA), Federal Emergency Management Agency (FEMA), Department of Homeland Security (DHS), International Association of Venue Managers (IAVM) best operating practices for public assembly venues.

This position also works and collaborates closely with the Arena’s Production department.

Level Scope:

Spends the majority of time (50% or more) achieving organizational objectives through the coordinated achievements of subordinate staff. Manages experienced professionals who exercise latitude and independence in assignments. Establishes departmental goals and objectives, functions with autonomy. Manages the accountability and stewardship of human, financial, and often physical resources in compliance with departmental and campus wide goals and objectives. Ensures subordinate supervisors and professionals adhere to defined internal controls with a focus on policy and strategy implementation. Manages systems and procedures to protect departmental assets and requires practical knowledge in leading and managing the execution of processes, projects and tactics within one area.

Essential Functions:

60% of Time the Position must:

  • Provides oversight for the Facility Operations Departments – Operations and Environmental Services, as well as Safety, Security, and Guest Services
  • Provide leadership and management skills such as motivation, accountability, development and professional growth opportunities, coaching and mentoring, recruiting and onboarding focus, personnel management
  • Provide for the continuous and reliable operation of ExtraMile Arena’s facility, maintenance, and equipment
  • Develop/create Arena procedures that fall under/are in alignment with University policies
  • Assists Executive Director in planning activities for ExtraMile Arena including, but not limited to, facility master planning, strategic business planning, and budget planning, along with development and prioritization of capital projects for improvements to the facility
  • Plans, develops, reviews drawings and specifications for managing facility improvement projects
  • Leverage AI and computerized programs to create efficiencies (i.e. preventative maintenance work order management, SOP development)
  • Negotiates, develops scope of work and manages vendors, suppliers and facility service agreements including but not limited to custodial, landscaping, production, and post-event cleaning contracts, as well as, routine maintenance
  • Oversees the development and implementation of facility operations, environmental services and SSGS manuals, & policies and procedures
  • Oversees the development and implementation of long-term, comprehensive plans/programs to provide systems and costs for the tasks, procedures and schedules associated with routine and preventative maintenance, with correctional provisions for addressing deferred maintenance
  • Oversees the development and implementation of operational procedures and processes to ensure efficient and effective delivery of services to guests and clients of ExtraMile Arena; performs facility inspections frequently to ensure the same
  • Oversees and provides direction for all aspects of facility operations and supports staff with the ultimate responsibility for timely preparedness and the successful execution of Entertainment, Athletic, Community, and University events held in ExtraMile Arena
  • Utility tracking, assessment, and management to reduce carbon footprint, increasing the efficiency of systems, recycling, and diversion of waste
  • Supports as necessary for the programming/scheduling of the HVAC and door access systems and operation of the Fire Alarm system, as may be performed by the Assistant Director, Operations and/or the Associate Director of Safety and Security
  • Oversees the development, implementation, and upkeep of an electronic work order system to provide for facility maintenance and improvements to be tracked and completed in a timely fashion
  • Continuing education specific to best practices, trends, and developments in Venue Management
  • Provides administrative direction for inspection, maintenance, and operation of facility systems infrastructure: heating, ventilation, air conditioning, electrical, lighting and plumbing, access control, and CCTV systems performed by the Assistant Director, Operations, Assistant Director of Environmental Services, and the Associate Director of Safety and Security
  • Provide oversight to Arena’s sustainability efforts, including building programs, methods, and cost-benefit analysis.
  • Provides administrative direction for daily and event custodial operations
  • Establishes, maintains, and communicates expectations for performance standards and training
  • Represents the department at meetings held by Architectural & Engineering Services
  • Coordinate with FO&M and AES, providing project and budget reports as required.
  • Develop monthly executive reporting for facility operations
  • Coordinate with campus-wide resources and departments to facilitate the planning and implementation of Arena projects important to the university's mission.
  • Maintain relationships with personnel on campus including Environmental Health & Safety, BSU Human Resources, Payroll, Facilities, Operations & Maintenance (FOAM), BSU Office of Information Technology, and ExtraMile Arena full-time and part-time staff.
  • Participate in the University’s capital planning process
  • Maintain relationships with maintenance and other contract service providers, guests and visitors, regional services, facility users, office personnel, community organizations, contract service providers, professional associations/affiliations at other multi-purpose venues, membership or involvement in International Association of Venue Managers (IAVM) and other industry associations.
  • Ensure Arena’s compliance with federal, state, local, and University statutes and regulations
  • Coordinate the annual establishment of departmental goals and objectives and set overall priorities in accordance with EMA goals & objectives in supporting the University’s Strategic Plan. Plan for the short and long-term needs of the departments.
  • Communicate with other department managers and tenants to ensure facility-related needs are being met and the quality of department services is to their satisfaction.

35% of the Time the Position must:

Facility Operational Readiness for Events:

  • Develops and maintains venue operating standards for events
  • Communicates with clients to determine user needs and to explain facility capabilities policies and standard procedures
  • Communicates relevant policy to employees, vendors and guests; monitors/ensures compliance
  • Develops, organizes, and implements service and operational procedures
  • In the event of an emergency, this individual (in conjunction with the Incident Command/Command Post) is responsible for making decisions regarding safety of staff, patrons and the facility.
  • Uploading and tracking of facility operational readiness for events in Momentus Elite
  • Ensure the coordination and communication of relevant event information to arena administration and internal departments
  • Monitors industry trends and suggests ways to enhance training, performance, events and the facility utilizing available industry resources to maintain and develop best practices
  • Inspects the facility prior to the event to ensure it is ready for public access to include seating areas, halls, stairwells, concourses, restrooms, Club Room, Green Room, Blue Room, entrances, parking lots and any other spaces utilized by the artist or patron
  • Monitors static and dynamic facility conditions for compliance with Fire Code, along with comfort and safety
  • Work with the Assistant Director of Environmental Services, the Assistant Director of Operations and the Associate Director of Safety & Security to ensure the preparation, implementation and monitoring of detailed event plans and budgets to maximize event profitability and ensure the safety and success of all events.
  • Conducts weekly departmental meetings to coordinate all event functions

Facility Infrastructure Safety and Contractor Services:

  • Oversees facility risk management and occupational safety and health programs
  • Works in conjunction with Environmental Health & Safety to maintain, develop and implement methods, procedures, manuals and policy
  • Works in conjunction with Campus Operations Division to ensure a functional, sustainable and well-maintained physical infrastructure
  • Responsible for building certifications to include GBAC, Event Safety Alliance, Sustainability, etc.
  • Work with internal and external agencies to facilitate successful completion of projects
  • Provide oversight and accountability for contracted workers scheduled to complete facility projects
  • Manage inventory and facility inspections
  • Oversee preparedness for periodic audit of asset inventories. Ensure compliance with elimination of unneeded assets, equipment as per University protocols

 Financial Oversight:

  • Assists the Executive Director with the development, management and support of the fiscal and fiduciary responsibilities to the budget for Facility Operations (Operations, Environmental Services) and SSGS
  • Assists Executive Director with annual updates to, plans for, identification and prioritization of capital expenditures for facilities improvements projects
  • Directly oversees and supervises all facility operations/facility management staff
  • Prepares accurate labor estimates for client and arena accountant
  • Prepares accurate labor invoices in a timely manner to prepare for settlements
  • Compares labor estimates to budgets and implements cost saving strategies on behalf of the facility and the client to maintain cost controls for the event
  • Reconciles discrepancies and variances in labor invoices for settlement
  • Monitors and manages facility operational expenses, approves staffing and equipment invoices and assists Finance Director with the preparation of event financial settlement

Safety, Security and Guest Services (SSGS)

  • Ensure the safety and security of the Arena’s facilities, equipment, staff and tenants through the Associate Director of Safety & Security.
  • Oversees Emergency Planning in coordination with Risk Management, Campus Security and the Associate Director of Safety & Security.
  • Provide leadership to the Safety, Security and Guest Services Department
  • Act as liaison for SSGS in the Command Post for events as assigned
  • Reviews for accuracy and assesses all incident reports, tracks incidents for patterns for improving procedures 

Event Management:

  • Serves as the Manager on Duty for events as assigned - responsible for oversight and coordination of all aspects of events, to include production, safety, security, ticketing and customer service policies and procedures.
  • Requires the ability to evaluate risks associated with event activities and make appropriate decisions to ensure the safety of all involved and mitigate risk to the University.
  • Facilitates and/or attends weekly Arena staff meetings and, as needed, attend University event meetings (i.e. Athletics, Commencements) to represent the Venue.
  • Attend Arena Leadership Team meetings

Knowledge, Skills, Abilities:
  • This senior-level management position requires skills in leadership, management, policies, procedures, negotiations, public relations and finance. The ability to prioritize, organize, communicate, supervise and work with people is critical.
  • Leadership & Management Skills – Experience with oversight, motivation and coaching, and management of personnel to develop a communicative, collaborative and accountable working environment in which staff feel appreciated and supported.
  • Facility Operations - Demonstrated working knowledge of facility maintenance methods and techniques, as well as, general construction management is essential
  • Risk Management Knowledge - Knowledge of Risk Management policies and procedure and principles and the ability to identify and resolve unsafe facility conditions
  • Budget – Working knowledge in developing and maintaining budgets
  •  Bids and Contracts – Working knowledge of writing bids and developing and managing contracts
  • Computer Literacy - Intermediate computer knowledge and competency
  • Flexibility - Flexibility to handle irregular hours and short-notice tasks
  • Organizational Skills – Demonstrate strong organizational skills
  •  Policies - Working knowledge of ExtraMile Arena policies and practices.

Minimum Qualifications:

Bachelor’s Degree plus 5 years relevant experience including 1 years managerial experience

Preferred Qualifications:

  • Previous facility management experience
  • CPR, First Aid and AED certified
  • 10 years of experience in similar field
Salary and Benefits:
