Job Summary/Basic Function:

Boise State University seeks a committed and experienced finance executive with proven leadership skills, a deep understanding of the university's mission, and demonstrated success and leadership experience in accounting, financial reporting, budgeting, treasury, debt management, and investments within a comparable-sized higher education institution. The successful candidate will bring a sense of innovation and strategic leadership to critical initiatives across all areas of the University.

Level Scope:
|
Accountable for leading departments or major areas within a division through managers and directors. Works under broad, administrative direction with responsibility for providing strategic leadership and direction in the planning, implementing, improving, and evaluating of an administrative department and promoting operational improvements. Oversees and provides direction for budgets and operational forecasts. Makes complex, independent decisions for situations with precedent to ensure department or area within a division objectives are met.

Essential Functions:
|
40% of the time:
- Leadership and management of financial policy, financial systems and processes, financial administration and reporting.
- Responsible for overseeing operations within all departments under University Financial Services, including the Controller’s Office, Procurement and Vendor Services, Treasury, Office of Continuous Improvement, Shared Services and Student Financials.
- Responsible for University financial reports and audits.
- Involves being available for all campus constituencies for consultation on any financial concern regarding controls, cash management, or other business related issues.
30% of the time:
- Responsible for debt management plans including managing ratios, managing debt issuance process, periodic reporting of status, and implementing a debt management policy.
- Includes working with bond counsel on IRS issuance compliance, SEC disclosure compliance, IRS post issuance compliance and training on campus.
- Specifically includes ensuring the University is in compliance with covenants and tax laws to maintain tax-exempt status, and IRS arbitrage rules.
- Involves working closely with auxiliary units who require debt issuance to build facilities including, but not limited to:
- Student Union, Food Service
- Housing
- Parking
- Athletics
25% of the time:
- Responsible for representing division on campus-wide initiatives as assigned. These roles will change over time as certain initiatives are completed and replaced by new projects.
- Represents the University to the State Board of Education within the Audit Committee, presents to the committee as well as in other capacities to the Board.
5% of the time:
- Performs other duties as assigned.

Knowledge, Skills, Abilities:
|
- The position requires a thorough understanding of GAAP (including GASB) standards and the ability to interpret, implement and report in accordance with the standards in a higher education environment. The Deputy CFO must also understand systems and be able to discuss complex system solutions to complex technical accounting and operational problems. The position can be required to mediate between divisions and determine between alternatives and without the technical knowledge errors in decision making could result. Some experience with an ERP system is necessary, experience with Oracle is preferred.
- The position should have an understanding of the audit process, including audits under the single audit act, external financial statement audits and internal process audits. The position should ensure that a culture of continuous improvement and strong internal controls is maintained.
- Knowledge of investing, the implications of debt and financial ratio analysis is important.
- The position requires strong listening, problem solving, mediation and communication skills. The Deputy CFO must have experience in handling employee conflict resolution.
- Must be able to present to large or small audiences in formal and informal settings. Must be comfortable presenting to Board level as well as entry level staff.
- Must have the ability to read and react to political situations.
- Must have the ability to utilize critical thinking skills to proactively problem solve including anticipation of issues, determination of solution or resolution, and provide appropriate communication to impacted parties.

Minimum Qualifications:
|
- Bachelor's Degree or Equivalent in Accounting or related field plus 8 years experience including 3 years managerial experience or Master's Degree (CPA).
|
Preferred Qualifications:
|
- Master’s Degree (MPA, MBA, Accounting, or related), 10 years progressive supervisory experience in a large, complex higher education environment.
|
